- More than 90% of his high school English students passed New York State Regents exams each year he taught.
- Earl won a VA disability settlement retroactive from 1954-1994.
- He propelled change and improved job knowledge and performance for hundreds of government employees by leading teams to design regional and statewide training programs.
- Earl initiated and oversaw the turn-around of an underperforming statewide program of more than 100 employees by implementing the 3-D MRC system. Not only did those state employees achieve their federal performance standards for the first time within six months, but also they exceeded them in every customer segment category by between 6% - 24%, including a 40% increase in one area.
- Earl also had the vision and administrative skills to implement a private-sector style performance-based employee incentive award program, and he negotiated its approval and implementation with four state and one federal government agency -- an accomplishment that everyone else said was impossible! This achievement also ceased the federal government from recouping approximately $100,000 from the state for failure to comply with a mandate to improve performance through a new incentive plan.
